Lottery Registration for Louisiana Fortify Homes Program Grants Will Open September 18

300 Grants Available to Residents of Louisiana’s Coastal Zone

Registration for the next round of Louisiana Fortify Homes Program (LFHP) grants will open at 8 a.m. on Wednesday, September 18, and close at 5 p.m. on Friday, September 20. While previous grant rounds operated on a first-come, first-served basis, registration for this and future rounds will be conducted using a lottery system.


To participate in the lottery, homeowners must register during the three-day period in September. Homeowners who attempted to apply during a previous round of grants but were not selected will need to register for this round.


Once the lottery registration period closes, the LFHP will randomly select 300 participants from the pool of eligible registrants, and an additional 200 registrants will be placed on a waitlist for the same round. The LFHP will send an email notification to registrants who are selected to participate.


This round will be open to residents of Louisiana’s Coastal Zone, which includes all or part of the following parishes: Ascension, Assumption, Calcasieu, Cameron, Iberia, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne and Vermilion.


The LFHP is considering parameters for future grant rounds, including opening rounds to registrants statewide, limiting registration to homeowners with low-to-moderate income, and more. Details about future grant rounds will be released later this year.


“With over 1,300 FORTIFIED roof grants issued since the program began last year, the LFHP is doing great work to help homeowners while making our state a more attractive place for insurers to do business,” said Commissioner Tim Temple. “Changing the program to a lottery system creates a fairer experience for everyone who is interested in applying.”


Those interested in the program are encouraged to review eligibility information and frequently asked questions at www.ldi.la.gov/fortifyhomes to determine whether their home meets the requirements for the program. Homeowners are required to create a profile in the LFHP system before registering for the lottery and may do so by visiting the LFHP website and clicking the Login button. Homeowners who previously created a profile may continue to use it.


If selected to participate in the grant program, homeowners will be financially responsible for having the home evaluated by a FORTIFIED-certified Evaluator as well as costs for the roof upgrade including permits, inspections and construction costs beyond the amount of the grant.


Eligibility & Grant Requirements:

  • Homeowners applying for a grant should wait to see if they are selected to participate before contacting an Evaluator or Contractor as the process for selecting professionals is managed through the LFHP grant program. Homeowners who select a Contractor and begin work on the project before receiving approval from the LFHP are not eligible for the program.
  • Homeowners selected to receive a grant will be responsible for paying evaluation fees for the entire evaluation process according to prices set by the Evaluator.
  • Homeowners are only eligible for their primary residence and must verify they have a homestead exemption on the property during the application process.
  • Homeowners must provide proof of an active residential insurance policy with wind coverage. If they live in a Special Flood Hazard Area as designated by FEMA, they must also provide proof of a flood insurance policy. Contact your agent if you are unsure whether you have these coverages.
  • Homes must be in good repair as determined by a FORTIFIED Evaluator.
  • New construction homes, condominiums and mobile homes are not eligible to participate in the program.
  • Homes on a foundation constructed of unrestrained stacked masonry or stone (dry-stack foundation) are not eligible without an approved retrofit of the foundation.
  • The completed project must meet the FORTIFIED Roof Standard for the grant to be issued. Grant funds are paid directly to contractors. Homeowners are financially responsible for all costs beyond the full grant amount. Grant funding is limited to construction costs.

The LFHP provides grants of up to $10,000 for homeowners to upgrade their roof to the Insurance Institute for Business & Home Safety’s FORTIFIED Roof Standard, which includes strengthening the home against severe storms, high winds and wind driven rain.

Louisiana Candidates Qualify for November 3 Election

 Candidate qualifying for Louisiana’s November 3 election began Wednesday, August 5, and concludes Friday, August 7. The three-day qualifying period will establish the candidates for all six U.S. House districts, as well as judicial, parish and municipal races across the state. This election cycle includes several changes to Louisiana’s congressional races and election calendar. The state’s U.S. House primaries, originally scheduled for May 16, were canceled following the U.S. Supreme Court’s decision in Louisiana v. Callais. The Louisiana Legislature subsequently adopted a new congressional map that reduced the number of Black-majority congressional districts from two to one. Under the revised election calendar, the November 3 U.S. House contests will use an open primary system. All qualified candidates will appear on the November ballot, regardless of party affiliation. A candidate receiving more than 50% of the vote will be elected. If no candidate receives a majority, the two candidates receiving the most votes will advance to a December 12 runoff. U.S. Senate The November general election will feature Republican nominee U.S. Rep. Julia Letlow and Democratic nominee Jamie Davis. Letlow's Senate campaign has also created an open seat in Louisiana's 5th Congressional District. 5th Congressional District Several candidates have announced campaigns for the 5th Congressional District seat: State Sen. Stewart Cathey State Rep. Michael Echols Louisiana Board of Regents Chair Misti Cordell State Rep. Gabe Firment Cathey, Echols and Firment currently serve in the Louisiana Legislature. Additional candidates may qualify before the deadline on Friday. The 5th District covers portions of northeastern and central Louisiana and extends into the Florida Parishes. 6th Congressional District Congressman Cleo Fields has announced that he will not seek reelection in the newly redrawn 6th Congressional District. Instead, Fields is running in a special election for his former state Senate seat, which became vacant following the death of Sen. Larry Selders of Baton Rouge. The newly drawn 6th Congressional District extends around the Baton Rouge area and includes portions of rural communities surrounding the capital region. State Sen. Rick Edmonds has announced his candidacy. State Sen. Blake Miguez has also been discussed as a potential candidate, although the candidate field will not be finalized until qualifying closes Friday. Federal law requires congressional candidates to reside in the state they seek to represent but does not require them to reside within the specific congressional district. 2nd Congressional District Congressman Troy Carter currently represents the 2nd Congressional District, which extends from the Baton Rouge area toward New Orleans. Under the newly adopted congressional map, the 2nd District remains Louisiana's sole Black-majority congressional district. East Baton Rouge Parish Judiciary All 15 judgeships on the 19th Judicial District Court are scheduled for election following the Legislature's creation of two new judicial election subdistricts. Each subdistrict will elect seven judges, with an additional judgeship elected parishwide. Litigation challenging the new judicial map remains pending. Judicial races are among the contests being monitored by Louisiana REALTORS® and local Political Action Teams. Judicial decisions can have implications for property rights, business activity, litigation and the overall legal environment in Louisiana. Local Elections Voters across Louisiana will also consider candidates for mayors, city and parish councils, school boards, police chiefs and other local offices. While these races typically receive less statewide attention than congressional and statewide contests, local elected officials make decisions affecting land use, zoning, permitting, infrastructure, taxation and housing policy. These issues can directly affect real estate activity and development within local communities. Candidate Lists and Election Information The candidate field will not be final until qualifying closes Friday, August 7.
